Mr. Charlie Pongsangangan, Assistant Vice President of Business Strategy and Innovation at SKY ICT Public Company Limited, participated as a guest speaker at the academic forum titled “Civil Aviation Security Screening: Legitimacy and Passenger Rights,” organized by CADT DPU in collaboration with Thai Aviation Educational Institutions and Personnel Club.


The forum provided a platform for exchanging perspectives on advancing Thailand’s aviation security standards, with key discussions covering:
🔹 Regulatory Chain & Global Standards
Thailand’s aviation security regulations including the Air Navigation Act and the Civil Aviation Authority of Thailand (CAAT) Regulations No. 113 and No. 120 are aligned with ICAO Annex 17, supporting the country’s efforts to meet international aviation security standards.
🔹 Baggage Screening & Baggage Inspection Room (BIR)
When an anomaly or suspicious item is detected in checked baggage, the baggage is transferred to a designated inspection room. The inspection is conducted under strict legal controls and video surveillance, followed by the issuance of a Notice of Baggage Inspection to ensure transparency for passengers.
🔹 Smart Airport Technology & Baggage Reconciliation
The discussion also highlighted the role of advanced screening technologies, including Liquid Explosive Detection Systems (LEDS), as well as the Passenger Baggage Reconciliation System (PBRS), which verifies the association between passengers and their checked baggage. These technologies enhance security while helping reduce operational delays.
